In compliance with EU regulations, as of 2003, twenty-six fragrance allergens have to be labelled on the packaging of cosmetic products when present above certain threshold levels.
The EU Commission´s Scientific Committee on Consumer Safety (SCCS) was requested to
- reassess these levels and to advise whether additional fragrance ingredients pose an allergy risk to the population
- propose any threshold below which an allergen does not pose a risk when incorporated into a cosmetic product
- identify potential new allergens formed by processes like oxidation and hydrolysis.
On Dec 14th, 2011 the SCCS issued the results of this assessment in the form of a pre-consultation document with an initial deadline for comments of Feb 17th, 2012.
With enormous requests from stakeholders, the deadline for submission is now extended to 29th of February 2012. An official response will be submitted by NATRUE before the deadline.
